Congestion Management Process |

The recommendations from the Congestion Management Process are used by planners for project programming and implementation through the Transportation Improvement Program (TIP) and Metropolitan Transportation Plan (MTP). The CMS also provides a mechanism for congestion monitoring whereby data is collected on an ongoing basis and levels of congestion are compared over time to show changes and to demonstrate the effectiveness particular congestion strategies.
Congestion is measured in terms of the amount of time it takes to travel from one place to another in the urban area. CMS data is being gathered only in the metro area.
Congestion Management Process Meetings are inter-agency meetings.
MRCOG gathers information on traffic congestion - how long it takes to travel from one place to another within the urban area. Otherwise known as the Congestion Management Process, this federally mandated process helps planners identify congested travel corridors and recommends strategies to increase mobility options for the travelling public.
