Transportation Improvement Program (TIP)

This is a planning and programming document that indicates how federal funds will be used in the Albuquerque Metropolitan Planning Area (AMPA).  

TIPs must include all transportation projects that will receive federal highway and transit funds, and all transportation projects considered regionally significant regardless of fund source. All projects in a TIP must be consistent with the long-range transportation plan for the area (the Metropolitan Transportation Plan). TIPs must be fiscally constrained so the total amount programmed is based on estimates of funding “reasonably expected to be available.”

According to federal regulation, TIPs must cover a period of at least four years and be updated at least every four years. The AMPA TIP spans six years and is updated every two years, with periodic revisions made when necessary.

In Albuquerque, the TIP and its amendments must be approved by the Metropolitan Transportation Board (MTB) of the Mid-Region Council of Governments (MRCOG).  Once approved, it is incorporated into the Statewide Transportation Improvement Program.

The current AMPA TIP covers Fiscal Years 2008-2013.  Each fiscal year runs from October 1st through September 30th.

Unified Planning Work Program 

The  Unified Planning Work Program 3.06 Mb is an annual statement of work identifying the planning priorities and activities to be carried out within a metropolitan area by Metropolitan Planning Organization staff and member agencies. The program includes a description of the planning tasks, the agency that will perform the work, time frames, cost estimates, etc.  The UPWP is a condition of federal funding, referred to in 23CFR450.

Roadway Access Policies

Certain roadways within the metropolitan planning area are designated as limited access facilities. These policies identify permitted access locations, types of access that may be allowed, and the procedures used to modify access on the roadways
