TIP Transportation Improvement Program (TIP)

I-25 at SunportThis is a planning and programming document that indicates how federal funds will be used in the Albuquerque Metropolitan Planning Area (AMPA).  

TIPs must include all transportation projects that will receive federal highway and transit funds, and all transportation projects considered regionally significant regardless of fund source. All projects in a TIP must be consistent with the long-range transportation plan for the area (the Metropolitan Transportation Plan). TIPs must be fiscally constrained so the total amount programmed is based on estimates of funding “reasonably expected to be available.”

According to federal regulation, TIPs must cover a period of at least four years and be updated at least every four years. The AMPA TIP spans six years and is updated every two years, with periodic revisions made when necessary.

In Albuquerque, the TIP and its amendments must be approved by the Metropolitan Transportation Board (MTB) of the Mid-Region Council of Governments (MRCOG).  Once approved, it is incorporated into the Statewide Transportation Improvement Program.

The current AMPA TIP covers Fiscal Years 2010-2015.  Each fiscal year runs from October 1st through September 30th.

Project Prioritization Process

The Project Prioritization Process is an evaluation tool that is applied to transportation projects proposed for inclusion in the TIP. The Project Prioritization Process contains a series of quantitative evaluation criteria which are designed to measure the extent to which an individual project addresses the transportation needs of the region. This technical assessment provides baseline information upon which sound transportation planning decisions can be made.
