The  Unified Planning Work Program  is an annual statement of work identifying the planning priorities and activities to be carried out within a metropolitan area by Metropolitan Planning Organization staff and member agencies. The program includes a description of the planning tasks, the agency that will perform the work, time frames, cost estimates, etc.  The UPWP is a condition of federal funding, referred to in 23CFR450.

The UPWP is a contract between MRCOG as the metropolitan planning organization (MPO) for the Albuquerque metropolitan planning area and the New Mexico Department of Transportation and the Federal Highways Administration.  The UPWP also specifies the roles and duties for the New Mexico Department of Transportation.
